Consumer Demand for Organic Ingredients in Personal Care Products on the Rise, New Survey Shows

As health-conscious and environmentally aware consumers continue to shape market trends, new research highlights the increasing importance of organic ingredients in personal care products. NSF, a leading global public health and safety organization, has released fresh consumer data emphasizing the significance of health and sustainability in purchasing decisions.

According to Roxanne Beavers, Senior Technical Reviewer on NSF’s Product Certification team, “NSF’s survey results clearly indicate that today’s consumers are seeking clean beauty products made with organic, toxin-free ingredients. Despite this growing demand, consumer trust in voluntary organic labels is lacking, underscoring the importance of third-party testing and certification.”

To better understand consumer preferences, NSF commissioned TGM Research to conduct a survey among 1,000 Canadian consumers in 2024. The survey specifically focused on personal care products, including skincare, cosmetics, soaps, and shampoos. The findings offer valuable insights into the shifting landscape of the personal care industry and the growing influence of organic ingredients on consumer decisions.

The survey results revealed several key insights into consumer behavior and preferences:

  • Organic Ingredients Matter: A significant 72% of consumers consider organic ingredients an essential factor when purchasing personal care products. Transparency in ingredient lists is also crucial, with 66% of respondents expressing the need for clear labeling to identify potentially harmful substances.
  • Skepticism Toward Voluntary Labels: Consumer trust in voluntary organic labels remains low, with only 5% of Canadians expressing complete trust in these labels. Among older consumers (ages 60 to 75), confidence is even lower, dropping to just 2%.
  • Health and Environmental Impact Drive Purchasing Decisions: The leading reasons consumers opt for organic personal care products include personal health benefits, reduced exposure to processed ingredients and chemicals, and a lower environmental impact.
  • Willingness to Pay a Premium: Over one-third (36%) of respondents indicated a willingness to pay more for certified personal care products containing organic ingredients. Younger consumers, aged 18 to 29, demonstrated an even greater readiness to invest in organic products, with 46% willing to pay a premium.

The Role of Certification in the Organic Personal Care Industry

The growing demand for organic personal care products has led to increased scrutiny of product claims and certifications. In 2009, NSF introduced NSF/ANSI 305: Personal Care Products Containing Organic Ingredients, one of the only consensus-based standards specifically designed for this category.

NSF/ANSI 305 is widely recognized as a best practice by the Organic Trade Association and is listed by major retailers such as Whole Foods Market as a credible certification standard. Unlike food products, personal care products in Canada are not subject to organic regulations, making third-party certifications like NSF/ANSI 305 and the United States Department of Agriculture’s National Organic Program (NOP) critical for ensuring consumer confidence.

The challenge in certifying personal care products as organic arises from the nature of their ingredients and manufacturing processes. Unlike food, personal care items often contain non-food components and undergo complex processing, making compliance with food-based organic regulations difficult. This is where specialized certifications like NSF/ANSI 305 become essential.

How NSF/ANSI 305 Certification Works

To obtain certification under NSF/ANSI 305, manufacturers must meet rigorous standards, including:

  • Minimum Organic Content Requirement: Products must contain at least 70% organic content by weight.
  • Strict Ingredient Review: All non-organic ingredients must be evaluated for compliance with stringent review criteria, ensuring they are GMO-free and meet other safety and sustainability benchmarks.
  • Comprehensive Audits and Inspections: Certified manufacturers must undergo thorough technical reviews, on-site facility inspections, and product label evaluations to verify compliance.

Certified products that meet NSF/ANSI 305 standards are listed publicly on the Quality Assurance International (QAI) website, providing consumers with an easy way to verify product authenticity.

Despite the increasing preference for organic ingredients, the survey underscores a significant gap in consumer trust regarding voluntary organic labels. With only a small fraction of consumers fully trusting these labels, there is a clear need for transparency and third-party validation.

Certification marks, such as the NSF/ANSI 305 “Contains Organic Ingredients” seal, play a crucial role in bridging this trust gap. The recent update to the NSF/ANSI 305 mark aims to enhance clarity and assurance for consumers, reinforcing the credibility of certified products in the market.

“NSF’s research proves that consumers also want to see more organic options when selecting personal care products, further validating why certification to NSF/ANSI 305 is so valuable,” added Beavers.

Global Certification and Market Impact

Beyond Canada, QAI, an NSF company and a leader in the organic certification sector, certifies products to organic standards in various regions, including the United States, Mexico, and the European Union. Additionally, QAI supports companies in exporting organic personal care products to Asian markets, further expanding the reach and influence of certified organic products worldwide.

With increasing consumer awareness and demand for transparency, brands that pursue reputable certifications will likely have a competitive edge in the personal care industry. As more consumers prioritize organic and clean beauty products, manufacturers will need to adapt to these evolving expectations by ensuring their products meet high-quality and safety standards.
